Board approves $2.69 million for adaptive elementary playground upgrades

The Copperas Cove ISD Board of Trustees voted unanimously Dec. 15 to approve $2,693,185.68 in fund-balance spending to replace and upgrade K–5 elementary playgrounds with adaptive, canopy-covered equipment.

Board members and district staff said the decision was driven by safety standards and a desire to provide consistent facilities across campuses. The board president framed the purchases as an equity measure: the new installations would include separate equipment tailored to younger and older elementary students and canopy coverage at every site. An agency official argued the upgrades would address changed safety standards and broaden accessibility, saying, "This will be a much safer playground, because of the construction manner of it." The official also noted that canopy-covered play areas help meet wet-bulb safety considerations during extended outdoor use.

Discussion touched on scheduling constraints, construction timelines and availability of vendor crews; district staff said placement and construction timing would depend on contractor availability and would be posted on the district construction webpage. The board asked that renderings and progress updates be posted publicly; staff said renderings and construction updates would be added to the COPPERAS COVE ISD construction link and the district Facebook page.

A trustee moved the playground item; after a second and roll call, the chair announced, "All 7 yeses. That motion carries." The purchase will draw from fund balance and is intended to standardize playgrounds across elementary campuses while improving safety and inclusivity.

The next steps listed by staff included posting project renderings and providing construction timelines as vendor scheduling is confirmed.
