Auditor alerts council to DLGF correction to levy limits, previews Budget 2.0 (Gateway) rollout

Monroe County's auditor reported to the council that the Department of Local Government Finance (DLGF) published a corrected version of the county's levy‑limit and certified net assessed value data after the county had already downloaded the July file.

"We were not notified of a correction, and so the county's information for our specific unit was correct," the auditor said, adding that some other units saw erroneous bottom‑line totals due to formula errors in the state's spreadsheet. Staff have pulled the corrected DLGF version (8/3/2026) and will re‑notify units; the auditor said additional internal checks will be added to prevent missed corrections.

The auditor also demonstrated Budget 2.0 (the state's Gateway system) and said the county had populated much of the data but encountered known glitches — for example, some additional appropriations approved by DLGF did not populate in the state's portal and were temporarily missing. Staff have developed workarounds and scheduled follow‑up sessions to show council members how to view 4(b) worksheets and other advertising materials once budgets are rolled. The auditor reminded council that certified net assessed value declined about $21.8 million year‑over‑year, a change the staff attributed to recent state policy (SB 1) adjustments and phased deductions.

Councilors thanked the auditor and asked staff to provide corrected notices to affected taxing units and to hold a training/demo for council members once budget data is available in gateway.
