Madigan describes office space options and staff reclassifications

Inspector General Kelly Madigan told board members she evaluated two candidate sites for a permanent OIG office and raised confidentiality and privacy concerns about the initially proposed suite at 9755 on the third floor because it is shared with other agencies. She said county administrative staff identified alternate space at 9820 that was vacated by another agency but would require significant capital work — in particular lowering or installing a new ceiling to create private offices.

Madigan said she discussed the space with the county administrative officer and the council administrator and planned to visit 9755 on Friday to assess recent structural changes. “Currently, the space, the permanent space that was proposed for the OIG was at 9755 on the 3rd Floor. When I went to see the space for the 1st time, I had some concerns, just really about confidentiality, privacy, and independence because it's in a shared suite with 2 other agencies,” she said.

On staffing, Madigan said she drafted position descriptions and submitted reclassification paperwork to convert the originally proposed administrative assistant role into an additional investigator to keep the office investigator‑focused. She argued an investigator-focused small team is more efficient for producing reports that document savings or waste and can sustain the office over time. The budget and reclassification were discussed with the county budget analyst, who informed her the reclassification had been granted.
