Select Board refers zoning bylaw changes on accessory structures and district definitions to Planning Board

The Select Board unanimously referred three proposed zoning bylaw amendments to the Planning Board ahead of a Sept. 2 public hearing. Town planner Cassandra explained the changes, which would add a definition for "accessory structures" to clarify whether non‑building items (fences, pools, large propane tanks, HVAC equipment) may be permitted within current setbacks.

Cassandra said the amendments grew out of issues raised by the building inspector and the Planning Board’s preliminary review: “Accessory structures would be anything that is accessory to the primary structure on the lot,” Cassandra said, listing examples including pools, fences and HVAC equipment. She told the board the change would allow inspectors to permit non‑building accessory items in appropriate circumstances and would avoid forcing property owners to seek special relief for common features.

Board members asked about grandfathering, implications for accessory dwelling units and whether the zoning board had comments; Cassandra said the zoning board reviewed the amendments with no substantive objections and that town counsel has been provided the drafts. The Select Board voted to refer the articles to the Planning Board’s public hearing; the Planning Board will then make recommendations back to the Select Board for the warrant.
