County staff and commissioners aim to fix encroachment-permit process after double‑charging concerns

During the semiannual review of county road and encroachment standards, staff and commissioners identified a process drift: encroachment permits are often handled informally and sometimes do not appear on the commissioners' agenda as the ordinance intended, which has led to applicants being charged both the application fee and a separate recording fee. A county staff member told the board that "all of the encroachment permits that have been coming in through our office have been checked by the road crews and signed off on by the road supervisors," but that the break in the process is missing the step that places the permit on the agenda for formal approval and recording.

Commissioners and staff discussed two practical fixes: follow the adopted process so approved permits are recorded by county staff (eliminating duplicate recording charges), and create a one‑page titled permit sheet for contractors and utilities to carry in the field. Staff said this is primarily a process and communication error rather than a substantive policy conflict; commissioners asked staff to prepare a clarified packet form and to ensure approved permits are routed to the recorder for filing.
