Council reviews scaled‑down 2026 paving plan as liquid fuel funds fall

Public works staff presented the borough's 2026 paving strategy, telling council the borough manages about 60 miles of roadway and 19 miles of alleys and uses four primary funding sources for road work: state liquid fuels, borough authority contributions, utility company work, and roadway impact fees. Staff said liquid fuel revenues have fallen and that the borough plans to repave approximately 3.12 miles in 2026, coordinating schedules with PECO and neighboring municipalities to avoid rework.

Doug, who manages pavement prioritization, described a five‑to‑six rating scale used to prioritize work and said the borough has roughly 22 miles rated at the worst (5) level; the plan will remove about 13–15 blocks from the worst‑condition list this year. "So it's like the bad and then the really bad," he said, describing the tiers and the rationale for focusing on roads that benefit the most people. Council was asked to authorize advertising the project for bid and to consider awarding the contract in August for fall paving.
