SBEC adopts HB 2 implementation rules, outlines prep allotment implementation and timelines

The State Board for Educator Certification on April 24 adopted a package of rule revisions to implement portions of House Bill 2 aimed at strengthening Texas's teacher pipeline. Board members approved final revisions to chapters 2.28, 2.27 and 2.30 that define preparation-route requirements, admission rules and certain certificate types, including a new two-year intern certificate, subject to State Board of Education review where applicable.

Staff told the board the agency's data show robust early participation in the prep allotment and walked members through an implementation timeline. "We are sitting right at about 44,000 new hires in Texas this year," the Associate Commissioner said in the presentation, and staff described how the prep allotment would fund residency, mentorship and other preparation pathways. Staff also referenced preliminary district participation counts and said final confirmations will be provided in July when districts respond to enrollment verifications.

Board members and stakeholder speakers sought small technical clarifications and cross-references to existing pedagogy standards. Stakeholders including the Texas Association of Teacher Educators and the Texas Classroom Teachers Association asked staff to ensure chapter 2.28 language aligns with chapter 2.35 pedagogy standards; staff acknowledged the feedback and identified minor citation corrections and operational clarifications that will accompany implementation resources.

The agency outlined phased implementation dates: training-content development and faculty certification beginning in 2026–27, mentor-training implementation beginning 2027–28, and full implementation for prep candidates in 2028–29. Staff said the agency will publish a guidance web page and a detailed guidebook for programs and launch webinars and office hours to support rollout. A motion to adopt the revisions for each chapter passed at the meeting.
