Jury adopts CDBG-DR program policies, appoints signatories and labor compliance officer

At its July 22 meeting the Assumption Parish Police Jury adopted the required Community Development Block Grant Disaster Recovery (CDBG-DR) program policies and appointed individuals to roles required by the Office of Community Development (OCD). The resolution nominates Police Jury President Jeff Naquin as the Authorized Signatory for all CDBG-DRP grants and names Doreen Rivere to several program roles including Labor Compliance Officer, Section 504 Coordinator, Fair Housing Coordinator and Section 3 Coordinator.

The Jury additionally authorized the Secretary-Treasurer and the OHSEP Director to sign invoices and draw requests for CDBG-DRP grants and adopted a suite of program policies (procurement, contract administration, anti-displacement, monitoring and language access) to comply with 2 CFR 200 and OCD requirements. A separate appointment designates Doreen Rivere as the Labor Compliance Officer for the RCIP grant. All motions were adopted unanimously and recorded in the minutes; the actions will be used to support ongoing grant applications and draw requests under the state-administered CDBG-DR program.

The resolution directs that all CDBG-DR funds be administered under the OCD grantee administrative manual and that the President be authorized to execute the necessary documentation, including environmental records, cooperative endeavor agreements and professional or construction contracts.
