Resident raises concerns about development drainage and a non‑taxed county drain that crosses into Allen County

During public comment Sonya Emerick expressed concern about a development at 7450 E 700 South and said the non‑taxed 614‑000B SCHNEIDER J drain on the south side of 700 South has been ignored in relation to the project. Emerick said she had recently replaced non‑taxed tile on her property north of 700 South and filed a repair application for a standpipe on the south side of the road, asking the County to reconstruct groundwater routing to the standpipe or the drain directly.

County Engineer Brad Allen told the board the tile continues into Allen County and staff have been in contact with Allen County about potentially switching the tile to a taxed drain under Allen County jurisdiction. Allen said staff will investigate Emerick's repair application and coordinate with Allen County as necessary. The board took no formal vote on the matter during the meeting but advised staff to follow up.

Why it matters: jurisdictional limits affect who is responsible for repairs and funding; a change from non‑taxed to taxed status would alter who pays for maintenance and repairs. Emerick requested county action because the project is nearing completion and she seeks repairs to address standing groundwater and a damaged standpipe.
