Board approves PUD for RV and boat storage on Emerson Drive after extensive community debate

The Carson City Board of Supervisors voted to approve a master-plan amendment, zoning map change and tentative Planned Unit Development (PUD) that will allow a single-use outdoor RV and boat storage facility on a 3.64-acre remnant parcel on the east side of Emerson Drive. The approval followed hours of testimony from neighbors, staff analysis, and a multi-part presentation by the applicant’s representative, John Kropotek, who emphasized design controls and buffers.

Neighbors raised concerns about access via Louise Drive, flood risk, security and property values. Bruce Keaton, who said he lives at 819 Mark Way, told the board: "There is no Louise as soon as it hits Mark. 24 years ago, we went in agreement with the city. They gave me 0.5 of it." Staff said assessor maps still show Louise Drive as a public right-of-way, and recommended further record research to confirm any prior vacation. The board approved the PUD with explicit conditions added on the record — including limiting hours and trash/disposal pickup to 7 a.m.–7 p.m., requiring a six-foot solid privacy screen along the residential edge, clarifying the ordinance text to limit permitted uses to outdoor RV/boat storage only (maximum 167 units), and completion of required drainage/hydrology steps prior to construction permits.
