Residents urge consolidation of parks/open-space commissions; tree-services operator asks for contractor licensing

During opening public comment, Carson City resident Danny French suggested combining the Board of Parks and Recreation and the Open Space commission to reduce duplication and improve financial and land-acquisition coordination. "I think that combining the two would be much more efficient and utilize staff much more," French said, arguing overlapping responsibilities make separate meetings and staffing burdensome.

Also in opening comment, Mike Orlick of Battle Born Tree Service, which has operated locally for about 13 years, urged the City to consider a contractor's license for tree services. He said some competitors operate without equivalent licensing and that licensed local firms can be undercut. "I'm really wondering why there's no requirement to have [a contractor's license] in Nevada," Orlick said, describing the impact on long-standing local businesses.

In the meeting's final public comment, Danny French again urged attention to trail infrastructure at the Koontz Trailhead Phase 3, describing the current approaches as "in bad shape" and saying the condition could damage small vehicles.

Board members acknowledged the comments and noted staff and commissions could examine consolidation or training options and regulatory requirements where appropriate.
