JLG-led team pitches integrated design for UMD Large Lakes Observatory

The JLG-led presentation to the State Designer Selection Board on July 2 laid out a unified approach to the University of Minnesota Duluth Large Lakes Observatory project, arguing the work should be treated as "one observatory, two environments." Christopher (CK), the principal in charge, told board members the team organized itself around three credible capacities—lab planning, maritime understanding and delivery discipline—to translate LLO's mission into design and delivery decisions.

Ruth Baleko, partner at Miller Hull and the design lead, said the team will combine listening and iterative stakeholder workshops with technical planning to turn the research mission into physical form. "You'll see me doing a lot of listening, a lot of probing," she said. The team emphasized concurrent cost and design decision-making so the project avoids late cost reveals, with the goal of achieving delivery clarity by October and refined design in November.

Why it matters: the presentation framed the project as both a campus research facility and a public waterfront asset. The firms stressed that lab function, waterfront operations, schedule and budget must be addressed together from the outset to avoid scope creep and to keep the project aligned with university and community expectations.

The board moved to a 20-minute question-and-answer session after the presentation and will decide by executive secretary notice, the Chair said.
