District rolls out local improvement plan after Penny Hallstead flagged for subgroup performance

Administrators told the board that Penny Hallstead Elementary was flagged by the state because the 'two or more races' subgroup failed to meet the 55% target in reading for two consecutive years, which requires the district to submit a local improvement plan.

"Because they didn't meet it 2 years in a row in 2 or more races, that triggered the state," Administrator Crowley said, explaining the plan focuses on strengthening Tier‑1 instruction, embedding high‑quality instructional materials (HQIM), weekly coaching cycles, lesson internalization, data‑driven instruction (DDI) and restorative classroom practices. Crowley said the district would allocate some LASO grant funds to support training and materials and that consultants have already begun campus visits.

Trustees pressed why staff would wait for additional data before assigning extra on‑campus instructional personnel. One trustee asked directly, "We have the resources now. Why wait?" Administrators responded they have invested in consultants and coaching stipends and front‑loaded staffing where needed, but said December data checks will inform whether to assign additional personnel or implement contingency steps.
