Commissioners raise water-pressure and utility coordination concerns; Riverbend cited as example

Commissioners raised concerns about water-supply coordination and the effect of utility capacity on development. The chair cited Riverbend as an example where a 2-inch water main and low service pressure left properties below the expected 60 psi, creating fire-suppression concerns for new construction.

"Riverbend has a 2 inch waterline... Not not 6 inch, not 8 inch," the chair said when describing existing infrastructure, and commissioners said they often learn about capacity limits only when a plat is reviewed. Staff noted utility providers must sign plats to confirm capacity, but members urged earlier communication so planners and developers understand utility plans and grant-funded projects affecting corridors such as 231 North.

Presenter said a $10,000,000 state grant will improve sewer infrastructure on the 231 North corridor and that an MOU with Tennessee Downs addressed water provision for that project; commissioners discussed how new water and sewer could change annexation and urban-growth-boundary conversations.
