Council told preliminary and final development-plan milestones for Stillwater Crossing South

Staff described the village process for handling preliminary and final development plans and told the council that preliminary plans establish overall standards while final development plans provide specific engineered details required for construction. The staff member said the planning board will hear the preliminary case Sept. 2, a final-development plan hearing is scheduled for Oct. 7 at the planning board, and the council could consider the final development plan on Oct. 13.

The staff member noted the village mailed 284 notices to properties within 300 feet of the development and encouraged residents to attend planning-board hearings or call staff with questions. “We sent out 284 letters because we notify everyone within 300 feet of a development process,” the staff member said, adding that the notice packet includes an email and phone contact for follow-up.

Council members and staff agreed that the updated preliminary plan will be used as the baseline for evaluating final development plans, and staff emphasized that the planning code requires final plans to include engineered dimensions, setbacks and exact building and right-of-way specifications. No votes or final approvals were taken at the workshop; staff committed to bringing refined language and the cooperative agreement to the council later this fall.
