SB 328 aims to accelerate Concord Naval Weapons Station reuse while preserving affordability and labor commitments

Senator Grayson presented SB 328 as a district bill to facilitate long‑planned transit‑oriented redevelopment at the former Concord Naval Weapons Station. He said the project anticipates at least 10,000 housing units (with 25% affordable units), up to 1.6 million square feet of commercial space, community facilities and thousands of construction and permanent jobs, and emphasized the bill would leverage prior CEQA and NEPA review rather than exempt projects from environmental oversight.

Developer and labor witnesses — including Brookfield Residential and multiple trades councils — urged support, stressing decades of local planning and the project's regional significance. A public‑interest coalition said it remained concerned about ensuring that the 25% affordable commitment is enforceable under the Surplus Land Act and would watch language closely; the author and HCD representatives said enforcement and review mechanisms exist in negotiations and through HCD review.
