DuPage staff: Mark43 negotiations nearly complete; 15-month implementation expected

PRMS staff reported active weekly negotiations with the vendor Mark43 and said the negotiation team includes village managers, police chief representatives, IT, legal and procurement. "We think that we're in a good place, but we're not exactly where we had hoped to be," a staff negotiator said, noting outstanding points on payment terms and certain contract items.

Staff estimated a Mark43 implementation timeline of about 15 months from contract signing and said the goal is to finalize negotiations in the next one to two weeks and call a special meeting in September to present the final contract. On payment schedule, staff said Mark43 initially sought more upfront payments but the negotiation team has secured concessions and asked to spread some payments out. The committee discussed whether implementation costs could be spread beyond year one; staff said payment terms remain a negotiation point and that Mark43 typically requires upfront funding because it builds the environment and infrastructure before go-live.

Next procedural step: staff plans a special call in September to present the final contract and request committee approval to move forward to county‑board execution.
