License committee approves open-container area for Main Street Monroe’s New Year’s Eve cheese drop

The License Committee voted to approve a recommendation for a temporary Class B wine-and-malt beverage license and a beer garden permit for Main Street Monroe’s New Year’s Eve "cheese drop," allowing designated open-container areas on the south and east sides of the square and including the nearby Pocket Park and Opportunity Park in the permit description.

Chair said the item would be considered as presented and the clerk and staff described the application for Dec. 31. A staff member told the committee the request is intended to allow event attendees to carry drinks to restrooms outside the beer garden area, because the Pocket Park is not within the event’s closed blocks. "The sales area really is the area for where their beer garden is but this is all premises so that so they can have their open containers and stuff," the staff member said, explaining that the beer garden would remain the sales area while the broader premises would be acknowledged so attendees can carry drinks to facilities.

The presenter clarified that officers would be directed not to enforce open-container rules in the listed area on the night of the event. "The officers are directed to just not, enforce open containers there," the presenter said, adding that the intersection and crosswalks would remain open to vehicle traffic and that attendees and drivers should watch for one another.

Committee members asked about barricades and whether the open-container area should be shifted; the presenter said gates and access points would remain at the two-block map area shown and that the description could be updated to include Opportunity Park. One member moved to approve the application "including the Pocket Park And Opportunity Park," another seconded, and the motion passed on a roll-call vote with the alders recorded as voting aye.

The committee’s approval is a recommendation; the matter was framed alongside the special-event permit and will be processed with counsel and public-safety review as part of final permitting ahead of the event.
