Neighbor asks who would be liable for problems if events abut private property

Terry Sopen told the board he was worried about event security and asked whether fencing or a buffer zone along the west edge of school property would place liability on homeowners, the district, the county or the city. "Is the school responsible? Is the county responsible? Or is the city responsible if that particular person or property happens to be mine?" he asked during public comment.

Sopen described a hypothetical chain of events — a late, intoxicated visitor who parked at a neighbor's residence, argued after a disputed call, and then took the shortest route home — to illustrate how nearby residents could be endangered and to press the board to clarify security planning. Board members did not announce a formal policy at the meeting; the remark was part of public comment as the board continues development-plan work.
