Board approves parking stall/turnaround at 3377 Scottwood Drive

The Zoning and Planning Board of Appeals voted to approve a variance for a front‑yard parking stall and turnaround at 3377 Scottwood Drive requested by Scott and Carla Heinz.

Staff described the site as a rural two‑lane road with no curb and gutter and said the petitioner seeks a 15‑by‑11‑foot stall located roughly 10 feet from the right‑of‑way; the placement does not lead directly to a garage and therefore triggers front‑yard standards. In packet materials staff noted a neighbor letter (dated 08/11/2026) from Dawn and Laverne Subert in support. “This is Scottwood. It's a rural road. It's a county highway,” the staff planner said while reviewing aerial photos and site conditions.

Petitioner Scott Heinz told the board the added stall is needed for safety and maneuverability on a shared driveway and said removing trees and adding gravel were already completed before the petitioner learned a permit was required. Neighbor Elizabeth, who lives at 3385 Scottwood Drive, described the parcel’s original builder decision not to provide a parking stall on that unit and said tight maneuvering has led to near‑misses with delivery trucks and damage to a garden.

Board members debated precedent and consistency with past decisions for similar situations. One member recused from the decision; the board’s motion to approve passed with two members in favor and one opposed. The chair advised the applicants to follow up with staff on final permit steps.
