Board directs applicant to seek Road Agent and Fire Chief input on driveway permits and cistern ownership

Kevin French asked whether any pre‑approval of driveway permits would be required for the Beech Hill Road project. The Board said that driveway permits have been required in the past and encouraged Mr. French to speak with the Road Agent; minutes state that a driveway permit will be required with any building permits. That procedural requirement was recorded as a condition applicants typically must satisfy before construction.

On cistern ownership and maintenance, Mr. French asked who would own and maintain the cistern if installed. Ted Davis responded that there is "some language about accepting it as part of an easement," indicating the Board expects ownership/maintenance arrangements to be formalized via easement language or other legal instrument. The Board also discussed how a dry hydrant differs from a cistern — Vice‑Chair Tim Scanlon asked if a dry hydrant makes a pond into a cistern, and Mr. French explained the construction differences — and advised coordination with the Fire Chief.
