Nilson Homes explains additional access; developer and council discuss privacy fence upgrade

Representatives for Nilson Homes told the council they acquired a narrow strip of property to provide an additional access after a planned southern access was not available and that the City required the additional access. Staff reported the City Engineer reviewed the proposal and concluded the access was workable; traffic studies indicate potential congestion but remain below the capacity of a two-lane road. The development concept includes roadway stubs to preserve future connections to adjacent undeveloped property.

The council also briefly discussed a neighbor's request for a more substantial privacy fence. Nilson Homes said it was contemplating a six-foot vinyl privacy fence and that upgrading to an eight-foot fence would require additional engineering and was estimated to add approximately $18,000 over roughly 700 feet; the developer said the upgraded fence could be discussed if the adjoining property owner was willing to cover the additional cost.
