Board seeks final signed reimbursement language after members asked for a second funding vote

Board members recalled a Dec. 10 meeting where revised language was adopted to insert a second oversight vote before funding is approved. One board member said that in their view the second vote was intended as a genuine oversight point and not a mere formality.

Staff said they found a redlined revision in an email from a prior city attorney but have not yet located a fully executed, signed agreement. "I did manage to track down an email from our previous city attorney that made the revisions that night... but as far as a fully signed, fully executed document I'm still trying to look for," a staff member said. Staff agreed to send the redline to the board and continue searching for the executed version so the board can confirm the intended procedural language and follow through with the oversight step that was described in meeting minutes and recollection.
