Planning Commission approves Rancho Victoria tentative subdivision map (TM22‑0004) with conditions

The Planning Commission voted 4–1 to approve Rancho Victoria Tentative Map TM22‑0004, allowing the subdivision of a 513.93‑acre parcel into eight parcels (six proposed at 40 acres or larger, Parcel A3 = 54.18 acres; Parcel A5 = 219.58 acres) with conditions requiring drainage analysis, formation or joining of a maintenance entity for private roads, and conformance with the county's oak resources management plan.

Senior Planner Bianca Dinkler summarized physical site features — rolling topography, oak woodland (approximately 149 acres), wetlands and multiple intermittent creeks — and explained the environmental review process: an initial study and mitigated negative declaration (ISMND) were circulated for a 30‑day public comment period (March 12–April 10, 2026), with an errata clarifying a 2017 Declaration of Restrictions for portions of the oak preservation area. County DOT and staff responded to resident concerns about drainage and road maintenance, noting conditions of approval that require grading and drainage plans to conform to county standards and require the project to join or form an entity to maintain private roads and drainage facilities prior to final map recordation.

During public comment, local homeowners associations and neighbors raised issues about Settlers Trail maintenance, traffic at the Latrobe/South Shingle intersection, drainage and potential effects on nearby wells. DOT and planning staff said the project's engineering-level drainage report and plan-check process will identify necessary improvements and that condition #25 requires the applicant to join or form a maintenance entity to equitably incorporate project improvements. Commissioner Williams moved to accept staff recommendations with clarifications to conditions (Station 91 reference and designation of high fire severity area); motion passed 4–1 (Chair Fraga voted No).
