Township manager presents open-space review framework; commissioners ask for plain-language briefs and imagery

Township Manager Dan DeMeno presented a proposed framework of guiding questions for parcel briefs to analyze Township-owned open space, covering role in the open-space system, alignment with the Comprehensive Plan, community use and demand, access and parking, facilities and amenities, environmental stewardship, connectivity, programming potential, maintenance, deed restrictions, partnerships and funding, capital prioritization, safety, and a 10–20 year vision.

Commissioners supported the general framework but emphasized the need to present findings in plain language and to attach aerial and on-site photographs and historical acquisition context and deed restrictions to each brief. Suggestions included integrating drone imagery, mapping, and QR codes for public access to property boundaries, and using short, accessible surveys distributed via newsletter links and permit packets to gather public input. Manager DeMeno will refine the brief format, add imagery and factual data, and return a revised draft for further Commission review.

The discussion repeatedly emphasized cataloging factual data—acquisition date, acreage, purpose, and restrictions—and avoiding premature conclusions in parcel briefs so that recommendations remain grounded in documented facts rather than speculation.
