Members said the distinction matters for communicating with families and comparing districts.

One committee member contrasted licensed-staff ratios: "if you look on here at the chart... Belmont, 5.17 to a full time staff... then you look at us at 7.33," and cautioned that staff counts alone may not explain enrollment differences. The committee suggested follow-up queries to clarify whether respondents mean classroom size or perceived individual attention when they cite "smaller class size."
