Council adopts minor general-plan map change for 0.97-acre parcel near State Street

Morgan City adopted Ordinance 26-14 on Aug. 25, 2026, approving a one-parcel change to the city’s general plan to reclassify parcel 00-0057-5520 from residential to commercial. Council members voted unanimously after a brief staff presentation and limited questions about access and utilities.

City planner Jake explained the request as tied to a rezone application for the same parcel, saying the lot is “just under an acre, 0.97 of an acre” and that the property is “surrounded on commercial on three sides.” Jake told the council the planning commission held a public hearing, received no significant negative comments, and recommended approval to the council.

Council discussion focused on legal and practical access. Gary, a member of city staff, recommended a revocable license agreement for the small city-owned access parcel rather than granting a permanent easement, citing prior practice: “I’d recommend the same thing on this,” he said, noting that revocable agreements allow the city to maintain control. Jake added that any formal agreement for access and utilities would return to the council for approval.

The council moved and seconded the ordinance and recorded unanimous support. For the record, staff noted that a planning commissioner who was absent had previously communicated a positive view. The ordinance takes immediate effect as recorded in the meeting.
