Parowan council hears updates on library grant bid, bridge delay and water status

During reports the council received several operational updates: staff and council members said Parowan will present to the Utah Community Impact Board (CIB) seeking GRAMA funds or a partial loan for the library; the bridge project faces a delay because the gas company needs a modified stream alteration permit and now plans to trench the line rather than bore it; and the reservoir company reopened a turnout and staff expected irrigation water to return.

Council member (S5) said the city is scheduled to present to CIB next week and that staff may seek a combination of grant and loan depending on funding decisions. On the bridge project staff explained that Enbridge (the gas company) "have decided that they have to get update the stream alteration permit" and after potholing found trenching was necessary; staff cautioned that the modified permit would likely not be complete until October. "We're gonna get a bridge, but I can't honestly say exactly when," the same staff member said, reflecting frustration over the delay.

On water, staff reported the reservoir company "turned the Yankee out" and predicted some short-term relief in water availability; the council discussed potential short-duration adjustments to watering schedules if flow improves. Theater-board recruitment challenges were also noted: the community theater board is struggling to find directors for productions this year.
