Council ratifies rescheduled July meeting after debate over process

The Double Oak Town Council voted July 22 to ratify a temporary change in the council’s regular meeting schedule after an extended discussion about the rules for moving meeting dates.

Mayor (speaking as presiding officer) opened the exchange by explaining that a scheduling conflict required moving the regular Monday meeting to Wednesday and asked for the council’s approval to proceed tonight. Multiple council members raised procedural concerns about whether the mayor had authority to change the date without prior council approval and whether actions taken tonight could later be invalidated if the council declined to ratify the change.

Town Attorney (functional) advised the council that the mayor may call a special meeting when necessary, and the council may ratify a temporary adjustment afterward; however, he cautioned that conducting substantive business before ratification creates some legal risk and recommended ratifying the meeting if council wished to continue tonight’s agenda. After additional council discussion about precedent and the town’s ordinances, a motion to ratify the schedule adjustment was moved and seconded and the council approved the motion by roll call.

The vote allowed the council to continue consideration of agenda items already underway, including EMS proposals and committee business. The attorney advised staff to clarify future notice procedures and encouraged the council to seek advance approval where feasible to avoid similar disputes.

The council asked staff to bring a clear, written procedure back for review so residents get timely notice when meeting dates change.
