Pflugerville planning commission approves plats, sends tree-code updates to council

The Pflugerville City Planning and Zoning Commission on Tuesday approved several plats and voted to recommend an update to the city's tree code to City Council.

Chair (speaker 2) opened the meeting, confirmed a quorum, and moved through the consent agenda, which included preliminary and final plats and the 2026 meeting schedule. A motion to approve the consent agenda passed without recorded opposition.

Kristen, a planning staff member, presented two replat items on the agenda: a replat of Lot 1A in Falcon Pointe, maintaining a church parcel and creating room for future commercial development, and a replat of Lot 7 in Road Line Estates 1 that dedicates right-of-way for the future extension of Roe Lane. Both plats were discussed, received no public comment, and were approved by the commission.

The commission also considered a substantial update to Chapter 95 (parks and recreation) of the code of ordinances dealing with public trees. Jeff O'Shea, assistant parks and recreation director, said the code was last updated in 2012 and the proposed amendments add definitions, adjust the Tree Care Advisory Committee's responsibilities, strengthen contractor and prohibited-activity language, and clarify city responsibilities for public-tree care. The commission voted to recommend the changes to City Council.

During discussion commissioners asked staff about right-of-way connections, enforcement on trees affecting public space, HOA responsibilities, and use of the public tree fund. Jeff O'Shea and City arborist David Madden addressed questions and described ongoing coordination with the Parks Foundation and volunteer tree-planting events.

The meeting closed with brief remarks from the Chair and adjournment at 7:39 p.m.
