General‑plan update draws questions on annexation, maps and housing; commission continues review

The Snyderville Basin Planning Commission opened a public hearing Aug. 25 on an update to the Snyderville Basin General Plan (chapters 1–11) and the future land‑use map. Staff said the draft incorporated commissioners’ prior work‑session comments, left existing neighborhood plans (Chapter 11) largely unchanged for now, and recommended more detailed neighborhood‑level updates in separate efforts. Commissioners asked staff to remove or update dated 2024 references, improve map legends and definitions, clarify the status of 'annexation zones' shown on neighborhood maps, and tighten the housing and design sections before any formal recommendation.

Public commenter Karen Riley asked the commission to clarify what an annexation zone represents in practice and whether lands identified within those zones that functionally connect to open space would be prioritized for conservation. "What does an annexation zone actually mean in the context of the general plan? Is it simply a jurisdictional placeholder, or is it also intended to communicate something about a future land use?" she asked. Staff explained annexation declaration areas are municipal maps (Park City) that indicate areas a municipality may consider for future annexation; the county map overlays those declaration areas for transparency, but parcels identified as county open space are already protected by easements or public ownership and are labeled as such on the future land‑use map.

Commissioners also flagged density and land‑use map categories (low/medium/mixed‑use) as an area needing clearer definitions and better legends so residents understand expected building types and scale. Commissioners requested workshops and a retreat with housing and transportation staff (including housing analysts and the transportation planner) to align the general plan with transportation and housing implementation work. The commission voted to continue the item to a date uncertain to allow staff to prepare more detailed edits and to schedule focused workshops.
