Commissioners authorize FCAG to lead EMS regionalization grant; resolution passes

The Fremont County Commission authorized submission of a time‑sensitive Rural Health Transformation grant application for EMS regionalization and adopted a resolution designating the Fremont County Association of Governments (FCAG) as the regional lead entity.

Commission discussion covered several grant sections: merger/acquisition costs (up to $400,000 per provider), equipment funding (up to $500,000 per provider for vehicles and medical gear), interoperability/dispatch and billing/technology components. Commissioners debated whether FCAG or a separate joint powers board should serve as the long‑term operator, how county assets would be handled, and the need to hire an experienced EMS manager. One commissioner urged caution about creating new bureaucracy but supported elected oversight: "FK, every everybody sitting at the table is elected," a commissioner said when arguing for FCAG oversight.

The commission moved to adopt resolution 2026‑21, authorizing the application under the Wyoming Rural Health Transformation grant (EMS regionalization) and declaring the county's intent to convey emergency medical services to public oversight. The motion was moved, seconded, and approved by voice vote. Commissioners asked staff and legal counsel to finalize resolution language and related MOU material to allow signatures before the submission deadline; because the board does not meet next week, the chair was authorized, with counsel, to sign on the commission's behalf if necessary.
