Board approves Eljen B43 mound system for Three Oaks property with conditions

Sewage Appeal #2 for Tyler Vavra (W. Elm Valley Rd., Parcel ID 11-20-0134-0004-00-0) was approved by the Sewage Appeals Board on Aug. 5, 2026. BCHD site borings from Oct. 22, 2025 had shown layered soils with a seasonal high-water table near the surface; BCHD initially issued a denial because the applicant declined deeper backhoe exploration. The designer proposed an Eljen B43 sand-filter mound as the remedy.

The approved plan, per drawings dated June 28, 2026, calls for a 1,500-gallon two-compartment septic tank with an effluent filter, a 1,000-gallon dosing tank with a visual alarm, and a 1.5-inch force main to a 57 ft. by 95 ft. absorption field using Eljen B43 units. The motion specified a minimum of 2.5 ft of sand below the B43 modules and above the seasonal high-water table, and a 4:1 mound slope. Approval was contingent on a successful pre-construction meeting, customary BCHD inspections, constructing the mound during favorable dry conditions, and protecting the absorption field area from compaction. Chair Thaddeus Hackworth moved to approve; Dr. Wayne Gleiber seconded and the motion "passed and carried" per the minutes. The minutes do not record individual vote tallies.
