Harrison County reports $43.6M fund balance; public-safety costs drive spending increases

Harrison County's finance staff presented unaudited April 2025 financials to the commissioners court, reporting a fund balance of $43,600,857 and year-to-date General Fund collections of $26,323,463 compared with $25,660,309 in FY 2024. "As of April 2025, we have a fund balance of $43,600,857," the finance presenter said.

The presenter said collections increased $663,154 (2.58%) over the prior year while expenditures rose to $17,456,488 from $15,034,568, an increase the presenter described as about $2,421,920 or roughly 16.11%. The finance staff attributed the higher spending largely to public-safety communications expenses. The report also noted that, from a net perspective, the county has collected $8,866,975 more than it has expended in FY25 to date.

Commissioners asked follow-up questions about particular funds and balances, and staff pointed commissioners to department-level revenue and expense summaries included in the packet. The Road & Bridge Fund was flagged as down year over year: staff reported collections of $6,181,138 compared with $6,771,580 the prior year, a decline staff said stemmed in part from reduced other financing related to vehicle sales. There was no formal action tied to the report beyond routine acceptance and related budget transfers discussed elsewhere on the agenda.
