County receives legislative update as session nears adjournment

Joseph D. Kohout of Kissel, Kohout, ES Associates LLC briefed the Lancaster County Board of Commissioners on the status of key bills in the Nebraska Legislature, saying the body had reached Day 58 of the session and leadership was tightly managing floor time to finish work before adjournment. Kohout said the closing days were focused on measures already advanced and technical clean-ups rather than opening broad new debates.

Kohout called out provisions in LB965 affecting county conflict counsel, explaining that an amendment under consideration would require counties with populations of 100,000 or more to establish an internal conflict counsel office if they choose to implement that function. "Kohout provided a legislative update (Exhibits 1-5), noting that the Legislature had reached Day 58 of the session, with only a few days remaining and adjournment likely occurring on the final scheduled day," he told the board. Kohout also reported that several Lancaster County–supported measures were moving forward while some high-profile tax or hard-cap proposals did not advance due to timing constraints.

The briefing included questions from commissioners about how proposed statutory language would affect county operations. Kohout said the amendments were intended to clarify structure and notification procedures for conflict counsel and to address fiscal and administrative impacts; commissioners thanked the legislative team for the regular updates.
