Commission approves Shops at Broad PD, including 22,000 sq ft package store variance

The Planning & Zoning Commission voted to approve the Shops at Broad PD amendment, which includes a commercial expansion and a requested variance to permit a 22,000-square-foot package store (the ordinance calls for a 25,000 sq ft minimum for standalone package stores). Staff recommended approval, noting the overall development provides roughly 100,000 square feet of commercial space consistent with the original PD.

Applicant representative John Weber said the owners had taken possession of the property after prior bankruptcy proceedings and are pursuing a Phase 2 expansion with tenants they described as regional-brand retailers; he said the package-store request stems from a successful local referendum to allow package stores. Elena (staff presenter) summarized the site plan and confirmed parking, materials and elevations; she said staff found the PD consistent with the Shops at Broad PD and the Mansfield 2040 plan. Vice Chairman Axon moved to approve the PD including the variant package-store size; the motion carried 6–0 with Commissioner Moses abstaining. The case proceeds to City Council on Sept. 14 for final action.
