Planning commission backs 'Annex COS' annexation policy update; staff to require structured fiscal and submittal analyses

On July 8 the Colorado Springs City Planning Commission unanimously recommended adoption of Annex COS, the 2026 update to the city's annexation plan and the three-mile plan required by state statute.

Planning Director Kevin Walker led the presentation and repeatedly emphasized a foundational point in the draft: "Annexation is not growth. It's simply a change in jurisdiction." He described Annex COS as a policy framework intended to make annexation submittals and city review more consistent and to prioritize annexations that are fiscally sustainable and aligned with Plan COS and intergovernmental agreements.

Key changes in the draft policy include a move to standardized, city-directed fiscal-impact analysis templates and a more structured annexation submittal checklist so proposals can be compared consistently. Staff also recommends retaining a political 'checkpoint' so City Council can indicate, early, whether a large proposal is likely to receive political support, avoiding unnecessary expense for petitioners. The document also preserves flexibility for special circumstances (for example, the rail yard and pending military-base compatibility work) and calls for updating IGAs as appropriate.

Commissioners asked about how the new fiscal framework will be implemented while staff builds model tools. Walker and staff said Utilities' existing financial analyses will be a resource in the near term and that the annexation policy would be paired with a model annexation report and a fiscal-assessment framework for petitioners to use going forward. The commission voted unanimously to recommend Annex COS to City Council; staff said implementation steps include developing the template submittal materials, refining the fiscal model and updating IGAs where needed.
