Staff reports: Council clarifies Town Center density; commission raises accessory-parcel cleanup

City staff used the planning commission meeting on Aug. 27 to recap two actions by the City Council and to note an item for future commission discussion. Jennifer summarized a City Council text amendment to the Town Center zone that clarified density definitions so smaller parcels that calculate to one or two units could build single-family housing where appropriate.

"The 1st was a text amendment to the town center zone to clarify some density definitions," Jennifer said, describing how the change allows single-family construction on small parcels where the density calculation yields one unit but multifamily previously required three or more units. Staff also noted a legal-code update to the Planning Commission section to align with state law. Commissioners raised recurring concerns about accessory uses and structures located on separate parcels and remnant landlocked parcels; staff agreed to bring the topic back for a targeted discussion and possible code clarifications.
