Jail administrator: average daily population 42.33; state will fund MOUD meds via FlowState

Don Swinker, chair of the Jackson County Board of Supervisors, opened the meeting and invited the jail administrator to give the monthly report. ‘‘Average of 42.33 inmates per day, with the high count being 45,’’ the jail administrator said, adding the current population was 39 (33 males, 6 females) with 17 from Vaxon County and 22 from Scott County.

The administrator said revenue from housing out‑of‑county inmates fell to $43,505 this month because the jail was holding more Jackson County inmates. He told supervisors the county had 34 bookings in September and that staff served 3,276 meals during the month. On medication and treatment, he said the county’s ASO agreed to fund medications for opioid use disorder: “They will fund those… fill that through FlowState where we're doing our normal mental health stuff,” he said, and the county will use FlowState for prescribing so doctor‑visit costs are billed to the ASO rather than borne directly by the county.

Supervisors pressed staff for follow‑up numbers. The board asked the auditor and jail administration to prepare a fiscal‑year forecast for the food budget and other operating costs given sustained inmatelevels above 40, and staff agreed to schedule a work session later in October to present a proposed budget amendment or transfer options.

Next steps: staff will prepare a written forecast of food and operating costs through the remainder of the fiscal year and present it at the requested work session.
