Plan Commission recommends rezoning Anderson parcel to A‑2 and conditionally approves CSM

The Plan Commission recommended that the Village Board approve a rezoning of the Anderson property from A‑1 to A‑2 and conditionally approved a Certified Survey Map that creates two parcels (north ~16 acres and south ~12 acres). The recommendation was made by Commissioner Leker and seconded by Commissioner Klemko and carried unanimously.

Agent Kalvin Klimeck summarized the proposal and said the CSM's intent is to create two conforming parcels and to address prior issues of insufficient frontage and an overly long cul‑de‑sac. "The intent of the certified survey map is to create two parcels," Klimeck said. Staff recommended conditions including (1) a deed restriction on Outlot 1 to prevent development until it becomes conforming; (2) CSM language requiring future development impacting wetlands to follow Village natural resource protections; (3) confirmation that street trees will be installed when land is developed per Village code; (4) correction of technical items; (5) payment of all application and review fees; and (6) the applicant address any outstanding agency comments.

Staff noted that the proposal generally aligns with the Village's future land‑use designations (R‑1 and RC) and that stormwater review will be required with any future development. The Commission excluded an optional condition requiring immediate street‑tree planting (condition 7) and agreed to defer installation until site improvements are proposed.
