Council reviews multiple drainage and water project change orders; Henderson control structure near completion

Parish President Pete Delcomb presented several infrastructure updates and requested council consideration of change orders and project closeouts.

Delcomb explained a $15,000 increase for the Cypress Island Jodega drainage-phase-2 maintenance project, saying it resulted from an access complication with a property owner and that the project bid originally came in under budget. He said the parish anticipates the property owner will be held accountable where appropriate but that work must continue to meet the schedule.

On the Henderson Water Level Control Structure Repairs project, Delcomb described a small change order of $677.44 and said the work on the hydraulic and mechanical systems is effectively complete. He said staff would submit a certificate of substantial completion for council action and planned to show photos and flow diagrams at the next meeting.

Delcomb also briefed the council on the near-complete Spanish Lake Industrial Park project and a low bid of $998,000 for the parish library project; he said advertisement and bid reviews are ongoing for several annex and road projects. The council discussed permitting issues related to wetlands and maintenance on drainage channels and agreed staff should consult the Corps of Engineers for clarification where maintenance might implicate wetland rules.
