Board discusses mosquito surveillance limits and local larvicide work

The Rafter J Ranch HOA discussed persistent mosquito problems and what the association can do to reduce breeding habitat. Chair said Teton County Pest & Weed conducts surveillance of adult mosquitoes in Rafter J but cannot spray for adult mosquitoes because it “does not have approval from enough owners in RafterJ.” The board learned that, in the absence of county adult spraying, staffer Randy purchased and applied dunk larvicide to ponds and stagnant ditches last week.

Members pressed for practical, low-cost steps residents can take. One board member described a neighborhood experiment where a few property owners cleared weeds from block ditches and reported a substantial local drop in mosquitoes: “you get a couple neighbors, right, to work together, it doesn't take long to get rid of that stuff,” the board member said. Several directors recommended documenting safe procedures so neighbors can clear vegetation without creating liability or violating HOA rules; the board asked staff to fold the idea into the ditch-management plan and consider timing work for fall or winter when heavy equipment causes less community disruption.

The board noted that larvicide products are effective only in stagnant water and will float away in moving water; staff committed to reapplying larvicide where appropriate and to follow up on ditch-cleaning estimates. The discussion also prompted a plan to prioritize culvert and ditch work so that mechanical cleaning can be coordinated with other road or culvert projects.
