Redding planning commission continues Oasis Commercial Center amendment to July 28

The Redding Planning Commission on the item concerning the Oasis Commercial Center amendment continued the application to a date certain of July 28, directing staff and the applicant to refine conditions and mitigation language.

Project Planner Danny Chester told the commission the revised proposal reduces the original entitlement dramatically: "This project no longer crosses that threshold. So all of that phase 1b stuff essentially no longer applies," he said, referring to traffic thresholds that previously would have triggered major interchange work. Under the amendment the site would be reconfigured with a parcel map creating nine parcels and a substantially smaller commercial program — roughly 99,000 square feet on under 15 acres, including two hotels, multiple quick‑serve restaurants, a gas/convenience store with carwash, a sit‑down restaurant and retail spaces.

Why it matters: Commissioners stressed they needed clearer, tightened conditions before final action. Vice Chair Manuel and others handed staff a set of proposed edits to conditions addressing architecture, tree protection, mitigation wording and specific mitigation measures carried in the original EIR. After discussion the commission voted to continue the hearing so staff and the applicant can reconcile those edits and any required CEQA findings.

The record shows the applicant and counsel attended the meeting. Attorney Mike Dormer, speaking for the developer, described stormwater best‑management approaches and offered to work with staff on the remaining items. Neighbor Karen Rhodes spoke in support of moving the project forward, saying the development would be of benefit to adjacent property owners.

Next steps: Staff will work with the applicant to revise the conditions of approval and return the item to the commission on July 28 for further consideration.
