Council adopts $751 million five-year capital improvement plan

Public Works presented the city’s five‑plus‑year Capital Improvement Plan (CIP) and recommended council adopt a resolution approving the plan for fiscal years 2025–26 through 2030–31.

Assistant Director Josh Anthony summarized the plan’s scope: total value $751,000,000 across nine divisions, with the largest programs identified as streets ($193,500,000), water ($131,000,000), wastewater ($111,000,000), airports ($92,000,000) and community services ($76,000,000). He said roughly $289,000,000 was expected to come from grants, $246,000,000 from utility rates and about $77,000,000 from impact fees; staff noted approximately $248,000,000 of the plan is currently unfunded and concentrated in streets, airports and water. Anthony said including unfunded projects positions the city to pursue competitive grants and loans.

There were no public speakers during the hearing. Councilmembers asked questions about prioritization and funding cadence; staff said the CIP is updated annually and that projects in years 1–2 are typically the most imminent. Councilmember Resner moved adoption of the resolution, the motion was seconded and the council voted to adopt the CIP resolution.
