Residents urge clarification of election-site rules; developer warns permitting delay is costly

During the public-comment period, Betty Boren Avery of Conroe asked the court to pull consent-agenda Item 9, letter H, seeking clearer language about the 'green area' around polling places and the allowed size of campaign signs. Avery said she wanted the stipulations explained so that everyday citizens understand how the rules apply and asked to meet with staff to discuss changes.

Developer Pierre Perry told the court a rule change requiring precinct acknowledgement before permits are submitted has prevented his project from proceeding; he said he requested acknowledgment in February 2026 and remains stalled with "over $1,000,000 already tied up in plans" and, as he said in court, "We are losing over $18,000 a month." Judge Keogh advised him to meet with the engineering department and staff to address the permitting pathway, noting that the specific relief he requested was not a noticed agenda item.
