Town planner previews broad code revisions to land-use and building rules

Town Planner Jack Stewart used the commission's "other business" slot to preview broad proposed amendments to the land-use (chapter 19) and building-code (chapter 18) sections of the Fraser municipal code.

Stewart said proposals include lengthening submission-review windows (e.g., from 30 to 45 days), requiring that external referral-agency comments be resolved (not merely "addressed") before final action, adding administrative tolling of the 45-day window before Board review when additional time is needed, adding property signs for public hearings, modernizing forms for an online permitting system and instituting stricter version-control and change-report requirements for successive application submittals. He also floated options to require additional surety or conditions on permit-extension requests to discourage long-incomplete vertical construction, and sought commissioner input on whether and how to scope such measures.

Commissioners and staff discussed tradeoffs, including the need to differentiate large-scale commercial projects from private-home construction and to avoid unintentionally burdening individual homeowners who build over time. Stewart said staff and legal counsel will draft specific ordinance language and return to the commission for detailed review; the item will be brought back at future meetings for policy decisions.
