Planning Commission recommends Fraser Public Works campus FPDP to trustees

The Fraser Planning Commission on June 24 recommended the Board of Trustees approve Resolution 2026-06-01, forwarding a final planned development plan (FPDP) for a proposed Fraser Public Works operations campus.

Alan Sealuff, assistant town planner, told the commission the town-owned, roughly 4-acre site is located at 510 County Road 521 (Tubing Hill Road) adjacent to the Fraser Cemetery and Union Pacific Railroad. The site plan calls for a primary administrative and vehicle-maintenance building, greenhouse, salt/sand barn, fuel island and indoor fleet storage; staff said the applicant's parking analysis supports a requirement of 42 spaces. "The request is for a final plant development plan or FPDB," Sealuff said during his presentation and recommended approval with conditions that require referral comments be resolved and that the Chapter 13 water-supply protection permit be reviewed by an independent third party.

Andrew of d2c Architects, the project architect, told the commission the design team has worked with the town and its civil engineer Merrick and asked for the commission's feedback to assist a near-term resubmittal: "We're very excited, and we've been, actually been working with Merrick and, our our team civil engineer. We've made quite a bit of progress." The commission closed the public hearing and voted to recommend the resolution to the Board of Trustees; the recommendation will be considered by trustees at a future meeting.

Why it matters: the FPDP sets the footprint, uses and conditions that will guide final engineering, building design and construction of a municipal operations hub, including siting and environmental protections. The staff conditions — addressing outstanding referral comments, final site engineering, utility coordination and a third-party review of the water-supply protection permit — are written to be resolved before trustee action. The record will move to the Board of Trustees for final approval.
