Commission approves Bayshore mixed‑use project with 83% income‑restricted units and parking, road commitments

The Collier County Planning Commission voted unanimously to recommend approval of a mixed‑use growth‑management plan amendment and MPUD for a 1‑acre site on Tamiami Trail East within the Bayshore CRA. Applicant Nick Matar and representative Rich Yovanovitch described a compact four‑story building with 30 small units (studios and one‑bedrooms), of which 25 (83%) will be income‑restricted: “83% of those residences, 25 of the 30 will be income restricted,” Yovanovitch told the commission.

Staff told commissioners they strongly support affordable housing at this location but requested additional mandatory controls addressing off‑site residential parking, improvements to Andrews Drive and design adjustments to avoid operational conflicts between the ground‑floor commercial uses and upstairs residential units. Planning staff said those controls would remove key objections and allow staff to support the request. The applicant agreed to incorporate the parking assignment, tow enforcement, a condition to improve Andrews Drive and to remove a drive‑through pickup lane from the PUD. The commission approved the item with those conditions; the applicant will submit final PUD language and proceed to site plan and permitting.
