Neighbors urge pause, citing emergency access and service shortfalls; HOA supports mitigation commitments

Two residents from the nearby Melwood Springs neighborhood testified in the hearing's public-comment portion, raising concerns about infrastructure, emergency response and the pace of surrounding development.

Tamika Pinkney Jackowitz said the recent snowstorm left elderly neighbors unable to leave their homes for medication or medical appointments and that county programs such as the "Silver Shovels Initiative" were limited in scope. "If existing programs cannot meet current demand, how will [a] county retirement community…without first strengthening the infrastructure, emergency response and senior support services create a situation where we are setting future residents up for the same, if not worse, conditions?" she asked. Examiner Maureen McNeil and Committee member Mr. Brown told public speakers that policy or service-level complaints are properly addressed to the county council but kept the comments in the record for land-use consideration.

Robert Johnson, president of the Melwood Community Association, testified the HOA met with the applicant many times, negotiated and signed a development cooperation agreement and voted to support the project; Johnson said the HOA continues to press for continued work on safe entry/exit treatments at Perrywood and Woodyard and other traffic control measures.
