Council presses staff on property maintenance enforcement, considers part-time code position

Multiple council members urged greater attention to property maintenance enforcement and discussed operational options for responding to recurring issues.

"I think we still need to keep at the top of our list and priorities the property maintenance code," one councilor said, noting persistent yard debris, signage in rights-of-way and animal-trap concerns. Staff described current processes: inspections, a notice period (about 10 days), potential self-help remedies and billing or liening property owners when work is not done. An attorney present explained that some enforcement actions escalate to county prosecutor involvement when court action is required, although prosecutorial capacity can be limited.

Councilors weighed hiring a part-time staff member to drive proactive enforcement and documentation versus contracting out mowing or targeted remediation. "Do we need to have a part time person?" one member asked; another said the village has trouble filling seasonal positions such as lifeguards, so recruitment for a part-time code position could be challenging. The council requested staff to explore options and report back with potential staffing or contracting models and associated costs.
